I am a disabled former attorney, out of practice for over 10 years. I have battled the Corps of Engineers and the Ohiuo (and US) EPA for years regarding unpermitted construction and wetland destruction on Buckeye Lake in Perry County. This summer, toxic algae was discovered here. I have met with and written to everyone, and it is clear that no one is going to enforce any rugs, let alone their own decisions. I am preparing to file a pro se suit against these parties, and the developer. I never practiced environmental law, nor do I have any experience in Federal Court. I know what I am getting myself into. Can you refer me to any pending or decided cases that would include filings, that is, I’m looking for forms, if there are any. I’m used to deep litigation having represented victims of sexual abuse against the Columbus Diocese in the nineties. Any suggestions (other than a rubber room) would be appreciated. I have already filed and received Open Records requests and FOIA; I have nearly 1500 pages of documents so far. I operate at about 25%, at my best, of what I once could do (chronic migraine/cluster headaches, around 8 each and every day). Thanks for any suggestions/referrals; also, I have very little money as I have been on SSD for years; I know this sounds nuts, but someone has to do something, and it looks like me (again- I have previously filed TRO’s etc. against local politicians regarding open meetings, conflict of interest, and violation of zoning laws; and, yes, I won), This is probably my last hurrah, and I’d sure like to make it stick. I am a land owner in Eastern Central Ohio, Belmont County. Ohio Valley Coal Company currently has a application on file that would allow them to long wall coal beneath my property. I am very concerned about the wetlands, streams, ponds, and woodland resources on my property that may be affected by this type of mining. I would greatly appreciate any advice on my options and rights.
